With over a decade of legal experience, Kimberly Barclay Palmer is a trusted advocate for clients facing complex criminal challenges.
As a former Dallas County Prosecutor, Kimberly handled some of the most serious felony cases – Murder, Aggravated Assault, and Manufacturing/Delivery of Controlled Substances – giving her unique insight into how prosecutors build cases. She also served as a Deputy District Attorney in Colorado, prosecuting a wide range of criminal offenses. This experience allows Kimberly to anticipate the strategies used against her clients and build strong, proactive defenses.
Kimberly brings exceptional expertise to parole hearings and violation matters. During her tenure as a Parole and Litigation Attorney at the Cox Law Firm, she represented clients before the Texas Board of Pardons and Paroles and was part of a team that achieved early release approvals at rates far above the state average. Her success comes from creating personalized reintegration plans and guiding clients through every step of the institutional interview process.
Her background also includes serving as Regional Criminal Enforcement Counsel for the Environmental Protection Agency, where she advised on policy and regulations and worked with litigation teams to hold major environmental offenders accountable.
Kimberly earned her law degree from Michigan State University College of Law and her undergraduate degree from the University of Alabama.
